Smart Cart Not Waking Up Aircraft

Background
Section titled “Background”The smart cart uses the same Delta-Q charger as the Dock and runs a slimmed down version of the Dock apps target to initialize the Dock charger to send charge into the Aircraft for power-on and for charging.
If you send a command from the smart cart to wake up the Aircraft and the Aircraft does not wake up, there may be a hardware issue with the cart or a software issue with the services on the smart cart.
The troubleshooting steps first check the power and connections, then the software, then the Delta Q charger.
