    Background

    The Aircraft battery cannot start charging due to an unexpected voltage on the Aircraft charge load switch. There is a step in the charging handshake where the distro commands the Dock to open the charger relay to confirm that there are no shorts in the charging path. This alarm sets if a voltage is seen during that step.
