    The Dock fiducial service state is INACTIVE when the fiducial service is waiting for a command from the Dock Executive before it can enter the ACTIVE state. The Dock Executive issues the command only once after receiving the Dock Call Home Reply. As a result, if the Fiducial Service restarts, it will remain in the INACTIVE state indefinitely.
