Background
Section titled “Background”The aircraft motion planner has a fixed allotment of time (3 minutes) in preflight to get all the artifacts needed to fly a mission, which involves (in order) downloading maps, fetching routes from the cloud, and then performing an energy estimate. Each of these have their own timeouts and error codes. This error indicates that none of these checks hit their individual timeouts, but the whole process did, which likely means that both maps and routes were slower than expected (though not slow enough to hit their timeouts).
Since maps can be cached between missions, we expect that a second attempt to be faster than the first. However if a second attempt also fails, no additional attempts should be made, as anything after the second attempt is expected to hit the same failure.

This is expected to be an issue with cloud speed, but it will need triage before confirming and shifting responsibility to that team.
